"Luftige" Geschäftsmodelle?
Eignung von KWK und Wärmepumpen zum Ausgleich der fluktuierenden Stromerzeugung (FEE): Eine energiewirtschaftliche Betrachtung
Thermische Stromsenken zum Ausgleich der FEE-Überschüsse
Die Umsetzung der Ziele des Energiekonzepts der Bundesregierung wird dazu führen, dass bei zukünftig sehr hohen Anteilen von Strom aus fluktuierenden Erneuerbaren Energien (FEE) immer häufiger Stunden auftreten werden, in denen das Dargebot der FEE die Last im bundesdeutschen Stromnetz übersteigen wird. Dies wirft die Frage auf, wie groß diese Überschüsse sein werden, wann sie tendenziell auftreten und wie mit ihnen umgegangen werden soll.
Eine naheliegende Lösung ist der Einsatz überschüssigen Stromes in thermischen Anwendungen, d.h. zum Heizen oder zum Kühlen, und dies bevorzugt im Gebäudesektor oder in Fernwärmenetzen. Unter diesen Anwendungen im Haushalts- bzw. Gebäudebereich kommt wiederum die Wärmepumpe in die engere Auswahl für eine Nutzung als Senke zukünftig überschüssigen EE-Stroms, indem mittels eines Warmwasserspeichers oder der thermischen Trägheit des Gebäudes der Strombezug zeitlich verlagert wird. Beim Einsatz von Elektroheizkesseln in KWK-basierten Fernwärmenetzen werden Stromüberschüsse dazu genutzt, die Heißwasserspeicher in Fernwärmenetzen mittels eines Heizstabes zu beheizen und gleichzeitig die eigene Stromerzeugung zu unterbrechen. Für beide Techniken zum Ausgleich der fluktuierenden Erzeugung soll hier erörtert werden, inwieweit sie zu welchen Zeitpunkten im Stromsystem eingesetzt werden können und sollten.
Wärmepumpen zum FEE-Ausgleich?
Hier stehen zwei Aspekte im Vordergrund: Einerseits die zeitliche Deckungsgleichheit von EE-Überschüssen (als Subtraktion der Lastanforderung sowie dem Dargebot von FEE) und die Nutzungszeiten von Wärmepumpen, andererseits die Lastauswirkungen von Wärmepumpen in Abhängigkeit von der Außentemperatur.
Verlaufen FEE-Überschüsse und Wärmepumpennutzung synchron?
Die Bundesrepublik weist durch ihre klimatischen Bedingungen im Winter eine höhere elektrische Lastanforderung als im Sommer auf. Bild 1 verdeutlicht dies anhand der farbig dargestellten Lastwerte für die Sommer- und Winterhalbjahresmonate des Jahres 2010. Eine Untersuchung des Lastverlaufs anderer Jahre ergibt vergleichbare Muster.
In den sechs Sommermonaten sind sehr deutlich die niedrigen Lastanforderungen im öffentlichen Netz in den frühen Morgenstunden und an den Wochenenden zu erkennen. An Werktagen außerhalb der Ferienzeit liegt die Lastanforderung zwischen morgens 8 h und abends 20 h meist zwischen 60 bis 70 GW. Es sind gerade einmal eine gute Handvoll Stunden mit einer öffentliche Last über 70 GW zu erkennen.
In den Wintermonaten (Oktober bis März) ändert sich dieses Bild stark. Phasen mit einer Lastanforderung unter 50 GW treten nur um die Weihnachtsfeiertage oder in den frühen Nachtstunden des beginnenden Frühjahres bzw. Herbstes und an manchen Sonntagen auf. Stunden mit Lastanforderungen über 70 GW treten tagsüber in den drei Wintermonaten auf. Dann, zumeist in der Abendzeit, kommen auch die Stunden mit der höchsten Lastanforderung (über 75 GW) vor.
Diese Grafiken zeigen bereits eine wichtige Tendenz auf: Stromüberschüsse sind nicht nur eine Funktion des FEE-Dargebots, sondern auch der Last.
So ist davon auszugehen, dass vor allem in den Sommermonaten wegen der geringeren Last tendenziell höhere Abdeckungsgrade durch FEE auftreten sollten. Zum heutigen Zeitpunkt sind Stunden, in denen gleichzeitig eine niedrige Last und hohe Einspeisewerte von Wind und/oder PV auftreten, selten. Gleichzeitig erreichen selbst an sommerlichen Wochenenden mit hoher Einspeisung von Wind und PV und einer dementsprechend niedrigen Residuallast die FEE nicht die öffentliche Netzlast, wie Bild 2 verdeutlicht. Im Winter, wenn hohe Heizwärmebedarfe bestehen, ist auch eine höhere Netzlast vorhanden. In dieser Jahreszeit sind Zeitpunkte mit niedrigen Residuallasten1) tendenziell seltener. Gegenwärtig kann, vor allem bei niedrigen Temperaturen (mit hohen Heizwärmebedarfen), nicht von „Überschüssen“ aus der Stromerzeugung gesprochen werden (vgl. ebenso Bild 2).
Somit besteht derzeit im Gesamtsystem keine Notwendigkeit, ein „Überschussmanagement“ zu betreiben. Der zukünftige Einsatz eines „Überschussmanagements“ sollte auf der Basis fundierter wissenschaftlicher Analysen zur Menge und zur (jahres)zeitlichen Verteilung wirklicher FEE-Überschüsse bestimmt werden. Dabei zeigen Modellierungen des IZES [Grashof 2012], dass auch künftig mit echten FEE-Überschüssen eher in der Sommer- als in der Winterzeit zu rechnen ist.
Lastauswirkungen von Wärmepumpen
Bei der Erarbeitung eines „Stromüberschussmanagements“ sollte ein weiterer Punkt eine zentrale Rolle spielen: Die generellen Verbrauchscharakteristika der zur Nutzung eventueller Überschüsse genutzten Geräte und deren spezifische Lastprofile.
Strombasierte Heizsysteme in Privathaushalten oder in Gewerbegebäuden können als beständige Wärmeverbraucher gelten. Es ist davon auszugehen, dass zumeist nur in eine Art von Heizsystem (hauptsächlich strom- oder brennstoffbasiert, jeweils ggf. mit solarthermischer Unterstützung) investiert wird, da Heizsysteme eine relativ kapitalintensive Investition darstellen. Dementsprechend sollte der jeweilige Energieträger kontinuierlich verfügbar sein. Ein Energieträgerwechsel innerhalb eines Gebäudes dürfte eher selten vorkommen. Da Strom als Energieträger leitungsgebunden und als solches nicht speicherbar ist, sind bei allen Stromheizsystemen die Auswirkungen auf das Stromsystem zu beachten.
Im Folgenden sollen die Auswirkungen von Wärmepumpen auf das Stromsystem kurz beleuchtet und Leitfragen für die künftige Energiesystemforschung entwickelt werden.
Als Ausgangsbasis dient die Auswertung der Temperaturabhängigkeit vor allem von Luftwärmepumpen. Diese wird exemplarisch am Beispiel einer Luftwärmepumpe mit Unterstützung durch einen Heizstab in einem Altbau mit Fußbodenheizung, jedoch ohne eine überdurchschnittliche Dämmung, gezeigt (vgl. Bild 3). Hier zeigt sich, dass die Arbeitszahl dieser Wärmepumpe vor allem im Winterhalbjahr auch Werte unter zwei aufweisen kann. Arbeitszahlen nahe an oder über drei werden vor allem im Sommerhalbjahr erzielt. Die zusätzliche Nutzung des Heizstabes verschlechtert weiterhin die Arbeitszahl des gesamten Heizsystems, und dies gerade dann, wenn die Außentemperaturen unter dem Gefrierpunkt liegen.
Zur besseren Bewertung dieser Fragen lohnt ein Blick in unser Nachbarland Frankreich, in dem sich vor allem der Übertragungsnetzbetreiber RTE aktuell sehr intensiv der Frage der Lastauswirkungen thermischer Stromsenken und insbesondere Wärmepumpen annimmt. RTE ist seit Jahren mit einem massiv steigenden Strombezug bei sinkenden Außentemperaturen konfrontiert: In Frankreich ist die maximale elektrische Lastspitze von 74,9 GW im Jahr 2001 auf 102,1 GW im Februar 2012 angestiegen.
Hierzu wurde für das französische Stromsystem der Begriff der „thermosensibilité“, d.h. der Stromlaststeigerung pro Kelvin sinkender Außentemperatur entwickelt und näher untersucht. Die Thermosensibilität steigt seit Jahren beständig an und liegt gegenwärtig bei über 2,3 GW/°K, wie in Bild 4 zu sehen. Dieses zeigt die Entwicklung der Thermosensibilität seit 2001 jeweils mit den geringsten und höchsten Werten innerhalb eines Tages. Die zwei Balken zeigen jeweils, wie die Abhängigkeit zwischen Außentemperatur und Lastanforderung innerhalb des Tages schwanken kann. Während diese Entwicklung lange Jahre vor allem der steigenden Anzahl an Stromdirektheizungen zugeschrieben wurde, führt RTE sie heute vor allem auf die zunehmende Anzahl an Wärmepumpen zurück, da Stromdirektheizungen aufgrund gestiegener Effizienzanforderungen im Gebäudesektor kaum noch neu zugebaut werden. RTE geht aktuell von einer jährlichen Zunahme der Thermosensibilität von 70 MW/°K aus.
Dies wirft für die Nutzung von Wärmepumpen als „Stromsenken“ für Überschussstrom einige Fragen auf:
- Wie häufig werden zukünftig Stromüberschüsse auftreten? Wie häufig sind diese gerade in den Zeiten mit niedrigen Außentemperaturen und hohen Heizwärmebedarfen?
- Welche Strommengen werden zu diesen Zeiten von den Wärmepumpen (inkl. der Heizstäbe) benötigt? Wie verhalten sich die Arbeitszahlen der verschiedenen Arten von Wärmepumpen?
- Wie ist die Thermosensibilität im deutschen Stromnetz? Welchen Anteil haben hierin die diversen Stromwärmeanwendungen und insbesondere die Wärmepumpenheizsysteme?
- Werden durch die Nutzung von Wärmepumpen und Heizstäben gegebenenfalls zusätzliche Stromerzeugungskapazitäten notwendig? Welche Arten von Anlagen werden dies sein und welche Umweltauswirkungen sind hierdurch zu erwarten?
Eignung von Elektroheizkesseln in KWK-Anlagen als „Stromsenke“
Zum gegenwärtigen Zeitpunkt wird nicht nur die Eignung von Wärmepumpenheizsystemen als „Stromsenke“ für heutige oder zukünftige Überschüsse an Strom diskutiert, sondern auch die von Elektroheizkesseln in KWK-basierten Fernwärmenetzen. Diese basiert darauf, dass KWK-Systeme nicht nur als erzeugungsseitige Flexibilitätsoption dienen können, sondern auch als nachfrageseitige. Hier bestehen Forschungsfragen in zwei Richtungen:
- Wie kann die Stromerzeugung aus KWK stärker an das schwankende Dargebot aus FEE angepasst werden und welche monetären Anreize oder regulatorischen Vorgaben sind hierfür notwendig?
- Analog zu den obigen Forschungsfragen zu Wärmepumpen sollte aber auch thematisiert werden, welche Auswirkungen durch den Einsatz dieser Elektroheizkessel auf das Stromsystem entstehen.
Dabei spielt auch die aktuelle Konfiguration der Stromspotmärkte eine Rolle: Hierbei ist zwischen der Funktionsweise des Day-ahead-Marktes und des Intraday-Marktes zu unterscheiden. Im Intraday-Markt können Stromanbieter und -nachfrager jeweils ihre Gebote einstellen. Passen diese zusammen, kommt ein gegenseitiges Geschäft mit einem individuellen Preis und einer sehr kurzfristig folgenden physikalischen Stromlieferung zustande. Damit können auch sehr zeitnah wirkliche Überschussmengen noch einen Käufer finden. Im Day-ahead-Markt hingegen wird für jede Stunde des Folgetages ein einheitlicher Markträumungspreis aus allen Geboten gebildet, zu dem alle Mengen ge- bzw. verkauft werden. Dies bedeutet, dass Elektroheizkessel, die im Day-ahead-Markt aufgrund ihrer Erwartungen niedriger Strompreise als Nachfrager auftreten, für eine zusätzliche Nachfrage sorgen und hierdurch zusätzliche Kraftwerkskapazitäten in Anspruch nehmen. Da sich die Nutzung von Fernwärmespeichern monetär dann zu lohnen scheint, wenn entweder Atom- oder Braunkohlekraftwerke den Grenzkraftwerkstyp bilden, wird die zusätzliche Nachfrage durch diese Kraftwerkstypen befriedigt. Dieses Element der Funktionsweise der Day-ahead-Märkte ist ein wichtiger Schlüssel zum Verständnis der laststeigernden Wirkung der KWK-Stromsenken.
Solange davon auszugehen ist, dass Elektroheizkessel dann Strom nachfragen werden, wenn die Preise im Day-ahead-Markt höchstens auf dem Niveau von Braunkohlekraftwerken oder darunter liegen und keine echten Stromüberschüsse genutzt werden, ist fraglich, inwieweit diese Form der Stromnutzung wirklich als ökologisch gelten kann.
Fazit
Bei beiden Nutzungen von Strom im Wärmesystem zur Deckung von Heizwärmebedarfen ist klar zwischen der heutigen Anwendung und der zukünftigen zu unterscheiden. Die empirischen Auswertungen haben gezeigt, dass zum gegenwärtigen Zeitpunkt noch keine gesamtsystemischen FEE-Überschüsse vorhanden sind und sowohl Wärmepumpen als auch die Elektroheizkessel sogar zur Schaffung einer zusätzlichen Stromnachfrage führen können, die dann durch Kernkraft oder fossil gedeckt wird. Es gilt dementsprechend zu vermeiden, dass im schlechtesten Fall sogar die Außerbetriebnahme fossil-nuklearer Kraftwerke verzögert wird. Daher besteht weiterer Forschungsbedarf, um ein während der Transformation des Stromsystems zum jeweiligen Zeitpunkt passendes „Überschussmanagement“ zu entwickeln. Damit soll verhindert werden, dass durch derzeit stark forcierte Heizungsarten eine neue Stromnachfrage entsteht, die systematisch nicht aus EE, sondern aus konventionellen Kraftwerken bedient werden muss.
